China

PSI/China is the country program of PSI and is registered as a Foreign Enterprises Permanent Office with the Yunnan Provincial Administration for Industry and Commerce and the Yunnan Department of Civil Affairs. Yunnan is located in the Southwest of China and the PSI/China main office is situated in its capital city, Kunming, with a branch office located in Nanning, the capital city of neighboring Guangxi Province. The activities of PSI/China are presently restricted to these provinces.

The program was established in 2003 with funding from the U.K. Department for International Development for its HIV prevention work. That funding ceased in June 2004 and in late 2004 USAID funding was secured for PSI/China’s continued HIV prevention work with most at-risk populations (MARPs). PSI/China works in conjunction with other USAID-funded Co-operating Agencies (CAs) – FHI, HIV/AIDS Alliance, Pact Inc and RTI – to conduct prevention programs in hotspots among MARPs. An initial phase of funding finished in 2006 and a cost extension was secured until 2010. Via a competitive bidding process, PSI/China, Yunnan Association of STI and AIDS Prevention and Control, RTI and Pact Inc secured additional funding from USAID to continue our work in China in January 2011. The new project is called the Behavior Change Communications for Infectious Disease Prevention (BCC ID) and runs until January 2016.

Improving Health in China

HIV

Strategy
With generous support of USAID and the BCC ID project, PSI/China and its partners will increase the reach and sustainability of the USAID Comprehensive Prevention Package (CPP) model. The model will be shifted from an international NGO-driven, USAID-funded model to become the national standard of quality for HIV prevention programming targeting most at-risk populations (MARPs) that is implemented by local institutions and sustained through local government buy-in and diverse funding sources. PSI/China and its partners will also deliver effective models for TB and malaria prevention and advocate for effective responses to these diseases in China.

Comprehensive Prevention Package (CPP)

PSI/China will operationalize this strategy in partnership with Pact Inc, the Health Policy Initiative (HPI) – the local affiliate of RTI – and the Yunnan Association of STI and AIDS Prevention and Control (SAA) to:

  • 1) build SAA’s capacity and, in turn, the ability of public sector partners and community based organizations to provide MARP-friendly services; and
  • 2) build up the capacity of MARP communities and NGOs to deliver effective communications and products that motivate behavior change among MARPs.

In addition, PSI/China will support various local MARP focused grassroots organizations to improve and enhance their delivery of the CPP and build their capacity to assist other organizations to implement the CPP beyond the life of the project.

In order to expand referral networks to improve linkages to care and support for MARPs, and in collaboration with Yunnan Public Health Bureau, SAA and other partners, PSI/China will pilot a clinical health provider network (CHN) in Kunming, drawing on lessons learned from PSI’s extensive global social franchising expertise and formative research conducted in China.

The Future
PSI/China will focus its efforts on strong partnership and the successful implementation of the BCC ID project over the coming years. In addition, PSI/China will leverage its successes in existing health areas and position the organization for future growth by seeking funding to implement additional health interventions addressing the burden of disease in China. Possible health areas include chronic diseases, such as Chronic Obstructive Pulmonary Disease, lung cancer and smoking cessation, road traffic accidents, pneumonia prevention and point of use water treatment.
