Clinton Visits PSI/Mozambique VCT Center

MAPUTO, Mozambique, Sept. 27, 2002 — Former President Bill Clinton visited a Renascer voluntary HIV counseling and testing center (VCT) managed by PSI/Mozambique during the Mozambique stop of a weeklong trip to five African nations.

The trip is described by Clinton's office as an effort "to continue his work on HIV/AIDS treatment and prevention and African economic development." Clinton is also visiting Ghana, Nigeria, Rwanda and South Africa.

After arriving at the Renascer VCT Center at the Primeiro de Maio Health Center, PSI Country Representative Jill L. Shumann greeted President Clinton, Mozambican Prime Minister Pascoal Mocumbi, Minister of Health Francisco Songane and USAID Mission Director Jay Knot. President Clinton signed the guest book, writing "Thank you for your important work."

The delegation visited one of the counseling rooms where it was given a presentation on the counseling side of the VCT program. Clinton studied a PowerPoint presentation on the wall and asked several questions about VCT.

PSI has VCT programs in 13 African countries and in India.

In a ceremony in the courtyard of the health center, Clinton and Mocumbi signed a Memorandum of Understanding in which the William J. Clinton Presidential Foundation will "assist the Mozambican authorities in their struggle against the AIDS epidemic." Although the funding specifics have not been determined, money from Clinton's foundation will likely be used to train Mozambican staff to run expanded anti-AIDS programs and to support negotiation efforts between Mozambique officials and pharmaceutical companies to obtain less expensive antiretroviral drugs.

Health Minister Songane said that about 12% of Mozambicans ages 15 to 49 are HIV positive.

Meetings and events throughout Clinton's trip will include a focus on the HIV/AIDS epidemic. Along with Nelson Mandela, President Clinton is co-chair of the International AIDS Trust and has been active in efforts to educate people about the HIV/AIDS epidemic, encourage prevention of HIV/AIDS and promote more treatment of those who have the disease.
