Abstract: A national tracking survey was conducted by Horwath Consulting among commercial sex workers (CSW), using the approach of Project TRaC. The study aims to answer questions related to monitoring and evaluation, such as the opportunity, ability, and motivation constructs that are correlated with condom use at last sex with clients, and the levels and trends in behavior, logical framework indicators, and opportunity, ability and motivation constructs found to be correlated with behavior.
