Malaria: Yunnan province including Yuxi, Honghe, and Xishuangbanna prefectures.

Population:

HIV/AIDS: At-risk populations including current and former injecting drug users (IDUs) and their sexual partners, female sex workers and partners/clients, men who have sex with men (MSMs), and men and women of reproductive age with high-risk sexual behaviors.

Malaria: Populations living in malaria endemic areas.

Project Activities and Highlights

HIV/AIDS

Drop-In Centers for Injecting Drug Users (IDUs)
PSI opened a drop-in center for current and former drugs users and their families in Kunming, Yunnan in 2003. The Kunming Center's main objective is drug demand and risk reduction through dissemination of information, education and communication materials, counseling services, peer education, family activities, referral services and condom promotion. In addition, the center provides a variety of support services that help clients develop safer, healthier lifestyles (e.g. library, sports and recreational activities, workshops and classes, HIV-positive support groups and amenities such as a self-serve kitchen and computer access).

Peer Education for IDUs
To address the alarming rates of HIV among IDUs throughout Yunnan, PSI/China has developed a peer education program targeting the large percentage of IDUs who are incarcerated in government-run detoxification centers. This program is conducted through peer educators in nine detoxification centers throughout Yunnan province. This allows an on-going, cost-effective means of providing up-to-date HIV and risk reduction information to those most in need. In 2007, PSI will roll out its detoxification center peer education model by providing technical assistance to eleven Global Fund project sites in Yunnan and Guangxi.

Outreach to Women
PSI/China has opened two drop-in centers targeted at female commercial sex workers as a place to gather for entertainment, relaxation and exercise in a welcoming, non-judgmental environment. The centers offer health-related training and check-up and referral services for STI prevention and treatment. Peer educators conduct outreach in local entertainment areas, improving knowledge and attitudes of local sex workers through positive modeling and fun learning tools. PSI/China has taken the lead in the introduction of female condoms in Yunnan and Guangxi. This project uses peer product promoters as “champions” to help endorse 100% condom use to female sex workers. Female condoms provide an alternative to the male condom, giving women the power to protect themselves in difficult or potentially dangerous situations.
Cross-border Outreach
In heavily trafficked China/Golden Triangle border areas, PSI/China is implementing cross-border HIV prevention and behavior change communication campaigns aimed at high-risk populations. This includes condom promotion among female sex workers along the Myanmar and Vietnam border areas and dissemination of HIV/AIDS materials at cross-border checkpoints through the Dongxing Customs Bureau.
Mass Media and Behavior Change
PSI is helping spotlight HIV/AIDS issues among the general public through mass media campaigns, often featuring Asian superstars such as Coco Lee and Jackie Chan. Public Service Announcements have reached millions of people in Yunnan and Guangxi provinces.
PSI/China collaborates with local partners to implement a program of evidence-based behavior change messaging for young men and women at particularly high-risk of contracting HIV. PSI/China conducts targeted outreach in ‘hotspots’ of Kunming City, as well as training to peer educators in vocational schools. Behavior change messages are based on research demonstrating that at-risk youth demonstrate a tendency to utilize recreational drugs and engage in high-risk sexual behavior.

Malaria

Long-Lasting Insecticide Treated Nets (LLINs)
Begun in late 2006, PSI/China’s malaria project markets LLINs to poor and very poor households in malaria-prone areas of Yunnan Province. LLINs are sold through traditional distribution methods, as well as PSI’s own sales people for increased targeting of high-risk areas. PSI’s social marketing efforts will complement free distribution carried out by the local Centers for Disease Control.

Increasing Awareness
To promote the use of LLINs, PSI/China conducts media and interpersonal communications to increase awareness of malaria and demand for quality preventive methods. In conjunction with the local Centers for Disease Control, PSI/China conducts regular educational events at market days held in township and village areas. In addition, PSI/China and its local affiliates regularly visit health clinics, households, and relevant businesses to provide materials and interpersonal communications on malaria risk and LLIN usage.

Future Plans

Expand HIV prevention programs for the most at risk populations into additional areas of Yunnan, Guangxi and other provinces heavily effected by HIV.
Provide technical assistance to HIV prevention interventions implemented by other organizations.
Launch oral rehydration salts to help reduce diarrheal diseases and dehydration among children.
Launch long-lasting insecticide-treated nets to at-risk populations in malaria endemic areas.
Launch behavior change communications for increased demand for malaria prevention products.
