{"id":3770,"date":"2010-01-29T00:00:00","date_gmt":"2010-01-29T00:00:00","guid":{"rendered":"https:\/\/psi2030.wpengine.com\/making-markets-work-for-women\/"},"modified":"2018-05-22T22:26:53","modified_gmt":"2018-05-22T22:26:53","slug":"making-markets-work-for-women","status":"publish","type":"news","link":"https:\/\/www.psi.org\/pt\/news\/making-markets-work-for-women\/","title":{"rendered":"Fazer com que os mercados funcionem para as mulheres"},"content":{"rendered":"<p><em>Por Karl Hofmann<\/em><\/p>\n<p>\u201cVamos tentar criar mercados para estes bens e formas de os financiar....\u201d  Com esta afirma\u00e7\u00e3o, perto do final do seu discurso na passada sexta-feira, no 15\u00ba anivers\u00e1rio da Confer\u00eancia Internacional do Cairo sobre Popula\u00e7\u00e3o e Desenvolvimento (CIPD), a Secret\u00e1ria de Estado Hillary Clinton colocou o dedo numa das principais vias para uma melhoria duradoura da vida das mulheres e crian\u00e7as em todo o mundo: os mercados.  <\/p>\n<p>A agenda inacabada do Cairo inclui muitas coisas que deveriam, at\u00e9 2015, melhorar drasticamente a sa\u00fade e a vida das mulheres, das crian\u00e7as e das sociedades.  Cerca de quarenta por cento das mulheres no mundo ainda d\u00e3o \u00e0 luz sem um m\u00e9dico, enfermeiro ou parteira.  Quinze anos depois de o mundo se ter comprometido a remediar esta situa\u00e7\u00e3o, a cada minuto que passa, uma mulher continua a morrer durante o parto ou devido a causas relacionadas com a gravidez.     <\/p>\n<p>A liga\u00e7\u00e3o clara entre a agenda do Cairo e o Objetivo de Desenvolvimento do Mil\u00e9nio 5 das Na\u00e7\u00f5es Unidas foi reafirmada quando, na Cimeira Mundial de 2005, foi acrescentada uma nova meta e uma maior especificidade.  O ODM 5 apela agora ao acesso universal aos cuidados de sa\u00fade reprodutiva - o que inclui a satisfa\u00e7\u00e3o das necessidades n\u00e3o satisfeitas das mulheres em mat\u00e9ria de planeamento familiar - juntamente com a redu\u00e7\u00e3o da mortalidade materna em tr\u00eas quartos entre 1990 e 2015.   Reduzir o n\u00famero de m\u00e3es que morrem de causas evit\u00e1veis, relacionadas com o parto - quem poderia estar contra isso?  E, no entanto, o mundo n\u00e3o fez praticamente nenhum progresso em rela\u00e7\u00e3o a este objetivo.  No ano passado, mais de meio milh\u00e3o de mulheres morreram durante o parto ou devido a causas relacionadas com a gravidez.  Foram efectuados vinte milh\u00f5es de abortos inseguros, muitos dos quais provocaram a morte ou a incapacidade das mulheres.  Mais de 200 milh\u00f5es de mulheres que desejam espa\u00e7ar, temporizar ou limitar a sua gravidez continuam a n\u00e3o ter acesso a m\u00e9todos contraceptivos seguros e modernos.   <\/p>\n<p>A boa not\u00edcia \u00e9 que existem mercados para estes produtos e servi\u00e7os simples de planeamento familiar, que salvam e mudam vidas, em todo o lado onde as pessoas vivem.  Existe uma procura natural por parte das mulheres - mesmo daquelas que foram retidas pela falta de acesso \u00e0 educa\u00e7\u00e3o e \u00e0s oportunidades - de produtos que melhorem as suas vidas, melhorem as vidas das suas fam\u00edlias e alimentem as crian\u00e7as que j\u00e1 t\u00eam.  O ingrediente que falta \u00e9 um fornecimento fi\u00e1vel e de alta qualidade destes produtos e servi\u00e7os. <\/p>\n<p>Historicamente, o marketing social foi concebido para colmatar esta lacuna.  O marketing social utiliza a disciplina do marketing, da gest\u00e3o da cadeia de abastecimento, do controlo de qualidade, da publicidade, da promo\u00e7\u00e3o, do local e do pre\u00e7o, para colocar os contraceptivos orais, ou um DIU, ou um implante, ou um preservativo, nas m\u00e3os de pessoas com baixos rendimentos e vulner\u00e1veis que n\u00e3o est\u00e3o a ser servidas pelo mercado comercial.  O marketing social manipula o pre\u00e7o de um bem ou servi\u00e7o - hoje em dia, o marketing social leva por vezes esse pre\u00e7o a zero, ou mesmo a um valor negativo - para garantir que os consumidores de baixos rendimentos e vulner\u00e1veis obt\u00eam o acesso de que necessitam para terem uma vida mais saud\u00e1vel.   <\/p>\n<p>O marketing social \u00e9 \u201cMad Men\u201d e \u201cHeroes\u201d.\u201d  <\/p>\n<p>Como \u00e9 que isto se apresenta na pr\u00e1tica?  Na Rep\u00fablica Democr\u00e1tica do Congo, por exemplo, as infra-estruturas de sa\u00fade p\u00fablica foram quase completamente destru\u00eddas ap\u00f3s anos de conflito civil.  Nem o governo nem os doadores se concentraram na sa\u00fade reprodutiva ou no planeamento familiar.  Mas os centros de sa\u00fade privados e as farm\u00e1cias continuaram a funcionar e, depois de o conflito ter terminado, prosperaram.  Operando sem interrup\u00e7\u00e3o no Congo h\u00e1 mais de 20 anos, a PSI estabeleceu a rede Confiance, uma rede de marca de cl\u00ednicas e farm\u00e1cias privadas que fornecem servi\u00e7os de planeamento familiar de qualidade, informa\u00e7\u00e3o e produtos aos congoleses de forma consistente ao longo do tempo.  Al\u00e9m disso, cri\u00e1mos mensagens de planeamento familiar que foram transmitidas na televis\u00e3o e na r\u00e1dio, juntamente com spots informativos sobre planeamento familiar que se tornaram t\u00e3o populares que as esta\u00e7\u00f5es pediram para os transmitir gratuitamente.  Nos \u00faltimos cinco anos, a PSI manteve o fornecimento de produtos a quase 300 farm\u00e1cias privadas parceiras, a quase 100 cl\u00ednicas privadas parceiras e atrav\u00e9s de mais de 100 educadores m\u00f3veis - e tudo isto se traduz num fornecimento cont\u00ednuo de produtos e servi\u00e7os de sa\u00fade para as mulheres, mesmo em tempos de crise.<\/p>\n<p>Ao tratar as mulheres de todo o mundo como clientes, ao incentivar o sector privado, que j\u00e1 interage com estas mulheres, a fornecer produtos que salvam vidas, bem como sab\u00e3o ou \u00f3leo de cozinha, ao utilizar o marketing para encorajar a mudan\u00e7a de comportamento, da mesma forma que \u00e9ramos encorajados a usar cinto de seguran\u00e7a ou somos agora encorajados a utilizar o Twitter, chegamos a mais mulheres e mudamos mais vidas. <\/p>\n<p>O marketing social pode funcionar mesmo em circunst\u00e2ncias em que os doadores perdem o interesse ou em que a pol\u00edtica se atravessa no caminho.  Porque um mercado para um produto ou servi\u00e7o, uma vez estimulado, tende a perpetuar-se.  Quando n\u00e3o h\u00e1 recursos dispon\u00edveis para os subs\u00eddios de pre\u00e7os necess\u00e1rios para chegar aos consumidores com baixos rendimentos, o marketing social pode utilizar subs\u00eddios cruzados: por outras palavras, vender produtos de pre\u00e7o mais elevado a consumidores dispostos a pagar e transferir o excedente para subs\u00eddios a consumidores com rendimentos mais baixos.  <\/p>\n<p>Uma vez que o marketing social envolve subs\u00eddios, por vezes substanciais, as organiza\u00e7\u00f5es sem fins lucrativos como a minha s\u00e3o as suas campe\u00e3s.  E neste dia de necessidades teimosamente elevadas em todo o mundo e de press\u00f5es or\u00e7amentais esmagadoras sobre todos os doadores, n\u00e3o ser\u00e1 inteligente fazer com que os recursos dos doadores cheguem o mais longe poss\u00edvel e atinjam mais mulheres?  O marketing social utiliza os mercados e o sector privado para chegar a muito mais pessoas do que os donativos de emerg\u00eancia s\u00e3o capazes de fazer. Al\u00e9m disso, oferece aos pobres algo que muitas vezes n\u00e3o \u00e9 tido em conta: dignidade, escolha e uma voz para melhorar a sua pr\u00f3pria sa\u00fade. <\/p>\n<p>Mercados.  A Secret\u00e1ria Clinton viu-os funcionar em benef\u00edcio das mulheres, raparigas e fam\u00edlias de todo o mundo.  Eles existem em qualquer lugar onde existam seres humanos.  Com dedica\u00e7\u00e3o e compet\u00eancia, podemos utilizar esses mercados para chegar \u00e0s mulheres que mais precisam da nossa ajuda, a fim de acabar com a carnificina entorpecedora que \u00e9 causada pela falta de acesso a produtos e servi\u00e7os de planeamento familiar e de sa\u00fade reprodutiva.   <\/p>\n<p>Os mercados j\u00e1 existem, Senhora Secret\u00e1ria.
