Sanitation is one of the most pressing global development challenges, yet progress in achieving universal access remains frustratingly slow. Despite years of effort and advocacy, nearly half the world\u2019s population still lacks access to basic sanitation. So, what\u2019s holding us back, and more importantly, what can be done to accelerate progress? <\/p>\n\n\n\n

Here are some takeaways and insights from World Water Week on why sanitation progress lags and what actions we can take to move the needle forward. <\/p>\n\n\n\n

Why Progress on Sanitation is Stalling <\/h5>\n\n\n\n
<\/div>\n\n\n\n

Weak Implementation Arrangements<\/strong> One major issue is that sanitation planning often lacks the comprehensive details needed for effective execution. Many plans fail to include the full spectrum of activities required to implement a systems-led approach that results in area-wide sanitation. These missing components include specific timelines, assigned budgets, and clear accountabilities, which are critical to make plans actionable. Without a solid foundation in place, implementation falters. <\/p>\n\n\n\n

Siloed Approaches and Lack of Coordination<\/strong> Another roadblock is the lack of coordination between key stakeholders. While development partners such as multilateral development banks, UNICEF, NGOs, and civil society are heavily involved, there\u2019s often competition vs. collaboration. There is also inadequate coordination by government actors from different sectors, like health and trade ministries. This siloed approach hinders collaboration, leading to fragmented efforts where a coordinated, collective impact approach is desperately needed. <\/p>\n\n\n\n

Underutilization of Technical Assistance<\/strong> Many development partners have valuable knowledge and experience in systems-led approaches, but they aren\u2019t being adequately engaged. As a result, technical assistance (TA) isn\u2019t being effectively provided for planning, capacity building, and market development. This leaves gaps in strategy and execution, preventing the creation of robust systems that can ensure long-term success. <\/p>\n\n\n\n

Donor Misalignment<\/strong> With weak plans and incomplete implementation frameworks, donors are unsure where to channel their investments. This misalignment results in funding gaps, which further slow progress. Donors want to invest in solutions that are well-planned, accountable, and likely to yield results, but when the groundwork isn\u2019t solid, their investments are delayed or misdirected. <\/p>\n\n\n\n

What Can Be Done to Accelerate Sanitation Progress? <\/h5>\n\n\n\n
<\/div>\n\n\n\n

Adopt a Systems-Led Approach Through Collective Impact<\/strong> To move forward, we need to embrace a systems-led approach to planning that unites all key actors under a collective impact platform. This means bringing together government agencies, development partners, NGOs, civil society, and private sector players to stimulate markets, strengthen governance, build workforce capacity, enhance regulatory frameworks, and increase financing. Coordination is critical for scaling up sanitation efforts and ensuring no one is left behind. By breaking down the silos and fostering cross-sector collaboration, we can ensure that resources are maximized for impact. <\/p>\n\n\n\n

Comprehensive Plans That Address All Population Segments<\/strong> A well-structured systems-led sanitation approach must account for all segments of the population. To address all segments, we need diverse products and services, financing and subsidy options, and service models and \u201cimplementation arrangements\u201d that are appropriate for different market segments. Addressing the diverse needs of urban, rural, and marginalized communities is key to achieving universal sanitation coverage. <\/p>\n\n\n\n

Expand Definition of Political Will<\/strong> One of the most critical factors for success in the sanitation sector is political will, but we need to expand political will beyond developing high level plans to ensuring that these plans are backed by clear mandates and money for implementation and use of TA. Governments need to not only endorse ambitious sanitation goals but also commit to sound implementation arrangements that guarantee long-term impact. This involves translating political commitments into practical, actionable strategies that are backed by resources and political leadership at all levels. <\/p>\n\n\n\n

Progress in sanitation is undoubtedly slow, but it is not insurmountable. By addressing these core challenges\u2014weak planning, siloed efforts, underused technical assistance, and donor misalignment\u2014significant strides can be made. Collective action, strong political will, and well-designed, systems-led strategies will be essential to achieving Sustainable Development Goal 6: access to clean water and sanitation for all. <\/p>\n\n\n\n

The road to universal sanitation is long, but with coordinated efforts, innovation, and strategic investment, we can create a world where everyone has access to safe and dignified sanitation. Let\u2019s make it happen. <\/p>\n\n\n\n
